I just helped 7hc build a harbor freight micro mill with the original screws and it turns 25ipm max. every machine I have built uses windows xp on and older pc, and mach3. I use emachineshop for most of my drawings and d2nc to produce the g-code. all of these are low cost and work well for hobby use.

The Harbor freight mini mill comes with R8 spindle. Easier to find tooling for it. Homier 7x12 mini lathe is good but you will soon find it too small. I went with HF 920 and am very happy with it. I also have the HF 920. Out of the box they are useable but you will soon want to up grade a bit.
