We have a 12x24 mitsui in our shop that has an over the wheel dresser. It apparently worked fine when it was new, but eventually got to where you could nit turn it. I took it apart, and found the seal for the spindle the diamond sits in to be all galled up from swarf and wheel debri getting in there.
